Migration from old mac to new mac

How do I migrate from an old mac to a new one if I can't update my old mac to the latest iOS due to lack of space?

MacBook Air 13″, macOS 10.14

you could:

create a backup of you hard disk via Time Machine

then clear some space

install the new OS and then migrate
