Purchased ipad 3rd hand and have no original information how do I get it unlocked

I purchased an iPad from a resale shop. It turns on but it is stating that I have to unlock the activation lock from old account. How do I reset it with my information without original owner information?

You don't. You'll need the information from the original owner to unlock the device. You should return it or recycle it responsibly.
