My phone popped up in Shenzen, China (stolen from me in Austin, TX, USA). What can I do? Is there a way to contact the user (probably the purchaser of the stolen phone) to see if they want to do the right thing? Contact local authorities? Don’t think the cops in Austin will be doing anything about it.

Chances of you getting it back, honestly, is pretty slim. At best, you can make it impossible to have the new "owner" to be able to use it by making sure it get activation locked.
The support article you came here from should provide you with those details. In addition, you should wipe the phone ... and, whatever you do, don't remove it from Find My. In addition, as an added precaution, if you haven't already, change your Apple ID password that you use with this phone.

How do you know that it turned up in Shenzen, China? Did you receive a text or something like that purported to be from Apple? If so, it was a scam, designed to get you to provide your login details to allow them to wipe the iPhone and use it.
I didn’t click any links or respond to any texts!!! Findmy is showing my phone in Shenzen! Scam texts probably coming from the person with my phone… Like having my phone isn’t enough, now they want my identity lol
I'm sorry, but your last post said you checked Find My before following any links. That is why I asked. As Tesserax said, the chances of you recovering a phone from China are slim to none. You will not convince anyone in China to get your phone and ship it back to you. I would just chalk it up as a loss and go from there, but follow the other steps provided to ensure your device is Activation Locked.

Where did you receive these texts from? Apple does not send information about iPhone locations. I still believe you were scammed. Especially if you clicked on a link in a text.
