iCloud Drive Files question

All my files in iCloud Drive .

I can see it with my Finder's Mac as a Cloud symbol appear.

In case of creating a new Folder / File , It seems that it's also in iCloud BUT at the Pop Up Menu I see REMOVE DOWNLOAD option.

Does it mean that it's also in my Mac ? As I want all files to be in iCloud only and not in my Mac.
