No, you cannot transfer an actual backup from Android to iOS regardless of the condition of the android phone.
What you can do is use the "Move to iOS" app on the android device to transfer the data on it. See here: link->Move from Android to iPhone, iPad, or iPod touch - Apple Support
If the android device is not functional enough to be able to install the Move to iOS app, then you will not be able to transfer any data except what was synced to your email accounts. Like Gmail, Hotmail or Yahoo, Exchange etc... You can add those accounts on the iPhone and sync data such as Notes, Calendar, Photos and Contacts.
