how do I restore or transfer files from an iPad damaged by water to another iPad

Unless you backed up the damaged iPad to iCloud or iTunes, there is no way to transfer files off of an iPad if you cannot turn it on and access it.
If you had a backup made prior to the damage you can use that to restore the other iPad.
