If I delete all messages and photos off of my iPad to free up space are they just deleted on this iPad or on all my devices?

If you are using Photos in iCloud to synchronise photos between your devices, deletion of a photo from any device will remove the photo from all devices - and iCloud.

Thanks. So if I have 800GB of photos in iCloud, my devices will have all these photos in the Photos app at a reduced size/quality?
