As the question mention. I want to use menubar in fullscreen mode on macOS monterey, everything work as expected except the menubar decided to stay still event while playing videos like the picture from below (MacbookPro 2018 15inch). But I have no problem with my iMac tho, for some reason I see an update with Safari on iMac (but not macbook) and after that menubar in fullscreen mode disapear specifically for Safari

For the new MacBook Pro with notch, I want the menu bar to remain. I think this looks better. But when I watch video, I hope the menubar to hide even if I disable automatic hide.

We see from your post that you're having trouble viewing videos on YouTube without the buttons showing.
Try viewing videos in safe mode and let us know what happens:

what i mean is the menubar still showing like deathkisseslife said.
