i bought an apple watch online and they never removed the activation lock on it and i cant get into contact with the previous owner

If you can't contact the original owner who set the lock there is no way to reconfigure the watch. You have been scammed, with a high probability the watch is a stolen device sold behind the anonymity of online. If you purchased through a reputable platform like eBay there is a chance you might be able to complain and recover your money.
