iTunes support

so I have successfully signed into my apple account but when I try to download or sign in to it on the app store it says "please contact iTunes support to complete this transaction" which ****** me off because 1. I dont know how to do this and 2. I really want to use this iPad instead of just leaving it. please help me this is really annoying
