How can I use Apple Podcasts Connect without activating my Apple ID with a payment method?

I want to upload a podcast for my school, but we cannot upload payment information (IE credit card information) for security reasons.

It appears to be required, somewhat illogically: I can only suggest you contact Podcasts Support: https://itunespartner.apple.com/contact/?content_type=podcasts
