Cannot make cellular phones calls on iPad, alone.
No iPad is an iPhone/smart phone.
Sorry.
You need an iPad paired/tethered to an iPhone using the call and message forwarding features of an iPhone.
The iPad acting as a paired calling/messaging device to an iPhone.

Hi, Make sure on your iphone the option "Calls on other devices" is turned on and you are logged in with the same Apple ID.
