iTunes says it needs update but is already current

Trying to restore my iPhone; iTunes says I need to update to the latest version when I click update or restore but when I try to update it says it is already the latest version.

iPhone SE, iOS 15

If you are still running Windows 7 or 8.1, then you cannot update because the latest versions require Windows 10 or 11.
