iCloud Photo Library stuck on 1%

Hi all, any advice?

I've turned my phone on and off. I've logged in and out of Icloud. I've turned on and off the icloud storage option. Not sure what to do at this point.

You need to delete some items from your phone. You don't have enough space on your device to let the system upload your photos. I'd try to free up around 5GB of apps and see if that helps. You could also backup your device to a computer and restart it to see if that helps to free some space.

Most likely, yes. You need to have some amount of free space available for your device to function; I'm not sure how much but even optimizing your photo library isn't likely to help much just based on the space being used. I'd offload your biggest apps first.
