For Atmos capable audio systems with room speakers: As many people as are present in the room.
For headphones and earbuds: Audio Sharing supports two sets of compatible headphones/earbuds.

Thank you for your reply. Spatial audio works for one person. Both people can stream using their AirPod pros. But as soon as we have both people streaming AirPod pros spatial audio stops. We cannot listen to spatial audio both of us at the same time. Any suggestions

We cannot get spacial audio to work with two connected AirPods Pro. We can both hear the content on our tv through the Apple TV but not spacial audio. One person must disconnect for the other to hear it.
