I have a payment that was made and my account charged for it - not sure what it is.
I have a payment that was made through Paypal in the amount of $53.49 - not sure what this is for so can you please advise?

Are you sure it was a payment, and not just a phishing email trying to scare you?
But if it is a real charge on your account, follow the steps in here:
If you see 'apple.com/bill' on your billing statement - Apple Support
