ApplePay is an integral feature of the iPadOS Operating System - the is no App to delete.
ApplePay can only be used for payments if you have registered a supported Credit or Payment card on your device. Registered cards can be added or deleted as needed from ApplePay.
To edit your registered cards from iPad Settings:
Settings > Wallet & Apple Pay > [Payment Cards]
To add a card, tap Add Card.
To remove a registered card, tap the card already registered, then tap the Info tab - and select Remove This Card.
