I was given an unlocked Iphone but the user has a differnt carrier, so the Verizon associate told me the phone is carrier locked, that I need to contact apple or the previous carrier.

If the Verizon associate checked the IMEI number out and determined that the iPhone was locked to another carrier, then you have to assume that the iPhone in question is carrier locked. If it is carrier locked then you would have to contact the previous owner or the previous carrier to get the unlocking requirements.

I was told by a verizon associate that that phone I want to upgrade to said carrier lock. Can I switch to this phone
