Why is my series 6 Apple Watch silencing all my notifications on my iPhone. It silenced my alarms and all notifications do not show up at all.

Trouble is, notifications don't always arrive on the Watch 6, though they are present on the locked iPhone screen.
Is there anyway to go back to the way it used to be, i.e., have dings/vibrations regardless of watch state?
Let the user have more control on where/when notifications occur.
While the iPhone is locked and the watch is unlocked notifications go to the watch and not the iPhone.
When the iPhone unlocked all the notifications go to it.
