A required download is missing

When trying to reinstall OS X (trying to reset Macbook Pro to factory settings) it is telling me that "a required download is missing") How do I get past this?

What exact Mac?

what exact macOS was running?

What are you trying to restore to....older Mac install waht is available from Recovery is the best you can do.
