Locked apple watch

I had my watch hooked up to a phone that is completely broken won’t turn on. Won’t do nothing. With that I was signed into a different iCloud because I had to make a new one due to not remembering the password and no longer having the number to get text. Now I have a new phone and a new number and I got locked out my other iCloud so I can’t get my watch transferred to my new phone. How can I get my watch unlocked and transferred if I can’t get into my old iCloud
