If your iPhone says disabled connect to iTunes then follow: https://support.apple.com/en-ie/HT204306

However if your Apple ID is disabled in iTunes and App Store, this means you cannot download or update apps. I would advise contacting iTunes support here: https://getsupport.apple.com/?caller=psp&SG=SG005
