If your iPad is within a fitted case, remove it from the case and test functioning of the button; the case may be interfering with button operation. Otherwise, this support page should help with troubleshooting:

Your iPad may require service. If so, you would be best advised to visit your local Apple Store - where the technicians will be able to test and assess your iPad.
