no Mac Mail notifications when app closed?

I am not getting notifications when mail is received when the mail app is closed.

I believe I was before a few days ago. And on iOS I don't need the app opened to get notifications.

1. Am I right that I should be getting notifications when the app is closed?
2. If yes, is there a way to fix? (I've already tried closing the notifications process in activity monitor to reset)
