Apple Watch Series 3 will not charge or turn off

My Apple watch 3 is stuck with the apple logo and won't do anything else. I can't charge it. I can't turn it off. It will not force restart. I am using the charging cable that came with the watch. I have also tried the Apple travel charger and several Apple USB adaptors. What to do?

cannot force restart watch my old apple watch has been dead for a while, now when I tried to charge it the apple logo flashes off and on but never seems to charge, nothing shows on screen, I cannot force restart it, and I have tried the correct charger and even a new charger, so it is not the charger
