iPHONE 7 trying to reset screen time PW? I don't remember ever setting up one

When I follow information on apple.com to reset I do not get the option to enter forgot passcode

Recovering/Resetting Screen Time Passcode Hello! I need to wipe an iPhone 7, but in order to do so, I first have to recover/reset the screen time passcode. I don't ever recall having set it! I've followed the steps to select "Forgot Passcode", but each time I enter in the applicable and current apple ID and password for this iPhone 7, I'm locked out again. Any ideas? Thanks!

What if my iPhone doesn't have a the forgot passcode option? When I go into the option to change password for screen time, the option to click "forgot passcode" doesn't show up. How do change the passcode to screen time without it?
