You need to follow all these steps;

What to do before you sell, give away or trade in your Apple Watch, or buy one from someone else

Unless there is a glitch on Apple's end, yes it should be unpaired, erased, and Activation Lock removed. If you do not think it is, then contact Apple Support using the 'Get Support' link at there top-right corner of this page.

Thank you. That has also been confirmed by Apple Support and she said to force start the watch (which I sold) and then follow the steps in setting up the apple watch. The buyer said the watch would not connect to their internet so it could not update and could not pair with her phone.
