Can I setup an Apple Watch SE (with cellular) for an elderly relative using my iPhone and have fall detection work even though the don't own an iPhone? I presume because it has cellular it will be capable of making calls to emergency services without using an iPhone?

This doesn't seem to make clear whether it was applicable to an Apple Watch setup with Family Setup (Set up an Apple Watch for a family member – Apple Support (UK)) - i.e. does Fall Detection and calling emergency services on an Apple Watch with cellular work completely independently of the iPhone it is paired with? The support document I linked to seems to suggest fall detection works for an Apple Watch setup using Family Setup but I wanted to double check.

An apple watch cannot work independently of an iphone,the E-sim in the watch uses the same phone number as the phone it's paired too.
The watch and the phone must use the same network provider and a monthly fee is charged to your phone's existing contract.

I have an Apple watch and iPhone myself and both have separate numbers according to my EE account (UK) - though I am not sure how independently of each other they work for something like fall detection. So are you suggesting that only way to use fall detection is to have both and iPhone and an Apple Watch and also (presumably) both would have be near one another?

The separate numbers you see are for billing purposes only.
If the watch is the cellular version then the phone doesn't have to be near,that's what you pay ten pounds a month for so that you can leave your phone at home and still make calls and send texts.
