My iphone was stolen, and the thief was changed my phone number and password, so i can't use my account anymore. How to get my account back, please give me some advice...

First, thank you Limnos for your support, but its seem not solve the problem.

I used two factor verification for my account. When my iphone was stolen, the thief changes my phone number that registered for two factor verification, and change my password too.

So, I can't reset my password, cause there is a question about the correct phone number for two factor verification, and I couldn't provide the correct number. What should I do to regain my appleId?
