Id like to give some help regarding your question as its not as straight forward as it seems.
First I would recommend checking this setting to see where the contacts are stored.
- Settings > Contacts > Default Account.
If the default account is iCloud you can use the steps in this article to try to recover any deleted contacts within the last 30 days.
- If you accidentally deleted your calendars, bookmarks, or contacts from iCloud - Apple Support
- Just as a heads up if the contacts had been deleted more than 30 days ago and were stored in iCloud there wouldn't be an option for recovery here.
If the default account is a third party email account, ex: outlook, google, yahoo.
- I would recommend contacting their support lines or review their specific resources online to see if recovery is an option.
- Sometimes you can get lucky and its just a syncing issue caused by an outdate login under Settings > Mail > Accounts
