Apple says if you see this message, "there might be a problem with the payment method that you have on file." Apple Support is the only one who can fix this for you. Speak with Apple Support by clicking on this direct link for this specific issue → https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0245&symptom_id=23362


Ref.: If you see a message that says "Your account has been disabled in the App Store and iTunes" - https://support.apple.com/HT208856


May also say "You cannot login because your account has been locked." and refer you to the same Help Topic document
