Apple Watch 6 gps/cellular

My carrier doesn’t support Apple Watch with cellular yet, but say they are working on it. Can watch still be used as like the gps model until carrier supports the cellular side of it?

Can I use my apple watch series 4 that has cellular capabilities without paying for service every month? Will it be a GPS version basically? Yes you can do that and activate your cellular plan at a later date.
