I think you have misunderstood what Apple TV + is.

It does not give you everything that you can watch from the Apple TV app

It gives you access to Apples Original Content

apple itunes store rental and purchases of third party media don't seem to in the same respect, plus the cost of appletv+ would be way to low if one had free access to all stuff they have
