So when my Apple Watch is on and my phone is on loud my phone doesn’t receive notifications on loud when my Apple Watch is on but when I turn off my Apple Watch my notifications come through loudly

but when i turn of my apple watch my notifications come through loudly on my phone
what setting must i change
both of the are updated to the newest software
