Can you add widgets to home screen with Apple IPad mini 5?

That support article is just explaining how to use widgets on iPads Today View, whose area is visible/accessible on the iPad home screen.

This feature will be available when iPadOS 15 is released in the Fall of 2021.

You'll be able to place widgets anywhere you wish.

Until then, this is NOT ever going to be possible in iPadOS 14.

You can add a widget only to the Today View area, not in the home page.
