As a test launch Photos with the Option key held down and create a new, test library.  Import some photos and test to see if the same problem persists. Does it? This tells us if the problem is limited to your current library or is more wide spread.

Then go back to your original library and try uploading again.

Hi

Regarding the external drive - is it correctly formatted for a photos library?

It must be formatted APFS or MacOS extended (journaled) (preferred for spinning drives)

It Must not be (or have been) used for time machine. (A time machine drive can be used if re-formatted)

It must have the 'ignore ownership" checkbox ticked.

It must be directly connected (No ethernet or wifi)

I have my photo library on an external hard drive. I have another hard drive that has an older version of my photo library on it too. I have connected this and it is working . Does this mean that its an issue with the library? i would just use the older library however theres a lot more photos on the new library that i need to move over to flickr.

i had done a phoyto library repair on the new library however that didn't fix it
