Previous owner is deceased. Ipad was given to my son. How can I unlock it without access to her icloud account?

My son was given his grandmother's ipad after she passed away. We cannot get into it because we do not have access to her icloud. We have done a hard reset. But it is still telling us to get on to the icloud account associated with it. What do we do from here?
