can't connect to wifi w/ Iphone 11, no problem w/ ipad or iphone 8 tried all suggestions listed on apple site

When you say that you tried all suggestions listed on apple site, I'm guessing you mean all of the troubleshooting steps in the support document that is listed as Related Article at the top of the page here? If so, follow the steps in the Get More Help area, or you can make a Genius Bar appointment at the nearest Apple Store to have the device examined for a hardware failure.
