Safari Is stuck buffering.

Anytime I open safari on my mac it will open but immediately stop being responsive and the curser will turn into the spinning rainbow 'beach ball'. I cannot use anything related the the application, I have been told to remove any extensions but I do not have any to my knowledge and when I go to the bar at the top to go to preferences it goes back to the spinning ball. My OS is on the latest version of Big Sur and I cannot find a useful solution anywhere on the web. I do have another browser that I use as my primary browser since it comes with built-in ad and tracker blockers but I was hoping to use safari to quickly access tabs that were open on my iPhone.
