Then I think that you did not change the right setting. It has to be the one for Hardware Keyboard, as shown below:

Yes, with your keyboard connected, go to settings > general > keyboard > hardware keyboard and tap over at the right edge. Make sure that Arabic PC is checked (and not "automatic" or another arabic version).
