Stolen phone

If you purchased "AppleCare+ Theft and Loss," you can file a claim for a replacement and pay the deductible. If you did not pay for the coverage, you just go buy a new phone. Did you purchase the coverage?

If you backed up your iPhone, you set up your new phone from the backup of the stolen phone. If you didn't backup your phone, you can get any data you synced with the cloud, but that's about it.

There is no way to retrieve information from a device not in your hands. As long as you have an up to date iCloud or iTunes backup to restore the replacement device with, you’ll be fine. But if you do not have a backup already in place, then data loss is inevitable.

You go to the store and buy one, then restore the backup of your old phone to the new one.
