My iPad still does not respond on touch consistently even after cleaning and a reset from scratch

Is the iPad in a case? If so, try removing the case.
Otherwise, you might be well advised to take your iPad along to the Genius Bar at your Apple Store - where you will be able to demonstrate the problem to the technicians. The iPad can be tested and assessed - the outcome of which may better inform your options.
