That depends on how your were syncing or backing up contacts in the first place.

If you were syncing contacts with iCloud, you may have to enable it again in Settings>Your Name>iCloud>Apps using iCloud>Contacts>On.

If you were syncing contacts through an email account, you have to turn that on again the mai, settings of your email account. Settings>Mail>Accounts>Your email account>Contacts>On.

If you were backing up contacts rather than syncing them, you would have to restore the backup to get the contacts onto your device.
