I have an Apple Watch Series 5. When the Apple Watch is NOT on my wrist, the touch screen works fine. When the watch is on my wrist, the touch screen does not work well at all. I have tried powering the watch down and cleaning it. Any other suggestions?

How about update to watchOS 7.5, would that help get rid of that glitch? Since you seem to have V6 on right now(?)
Then unpairing and re-pairing is something to consider as well, effectively taking the wtach back to factory level settings.
