My iPhone has too many photos. I want to delete thousands of them, but I want them to stay on iCloud.

If you delete Photos and Videos from the iPhone it is deleted from iCloud Photos too, and vice-versa. Alternatively, try uploading to iCloud Drive then you can delete from the iPhone.
