the "restore" process will not recognize my Time Machine backup. Why?

When I restart computer with the Command and R keys to restore to a previous version, the Restore process does not find any backups or my Time Machine. However, I can go into my TIme Machine (external drive)_ and the backups are there. What am I doing wrong?

MacBook Pro 15″, macOS 10.15

When booted in Recovery Mode - Is the Time Machine Backup drive being connected Directly to computer is the immediate thought.
