If I reset my iPad , I understand that I will need to do a backup to the iCloud or use iTunes. If I also use LASTPASS, which stores all of my passwords, will it wipe those out? If so, then when I log back into LASTPASS, will I recover those passwords?

Check with LastPass support where your data is stored and how to get it back if you need to wipe your device or set a new one.
