Does the camera appear in System Information? Hold down the Option key and (Apple Menu)->System Information..., click on Camera. What does it show?

If the camera appears there, then it is a matter of the applications being given proper access.

If it says "No camera", then try resetting NVRAM and SMC, and see if that helps.
