Reinstalling the macOS:

[Hold Down: command key + press F key]. See if it brings up the search bar. If that - nor dragging it over - does not work, then Safari is likely corrupt, and you'd have to reinstall the macOS.

Safari > Menu bar > View > Customise Toolbar…:

As below:

Click on Done when complete.

Right Click on the top bar of Safari & drag the search bar in place.
