there is a message on my iPhone that is

TURN ON LOCATION SERVICES ALLOW "CAMERA" TO DETERMINE YOUR LOCATION

SO how to unlock this

Settings>Privacy>Locations services = ON... then scroll down to Photos and to Camera = ON

When done, restart your iPhone.
